The NEP for Gas and Hydrogen is a key instrument of Germany\u2019s energy transition: It outlines the necessary expansion and conversion of the gas and hydrogen infrastructure, thereby laying the foundation for a secure and climate-neutral energy supply. <\/p>\n<p><strong>Consultation period ends on March 27, 2026<\/strong><\/p>\n<p>The public consultation on the draft 2025 National Energy Policy (NEP) for Gas and Hydrogen will run through March 27, 2026. The planning of methane and hydrogen infrastructure was carried out through an integrated process, as provided for by the amended Energy Industry Act (EnWG) of 2024. <\/strong><\/p>\n<p>The Network Development Plan is based on the scenario framework approved by the Federal Network Agency (BNetzA) on April 30, 2025, comprising three scenarios each for methane and hydrogen for the years 2037 and 2045, as well as an additional supply security scenario for methane in 2030 that takes the short-term supply situation into account. The grid expansion proposal includes measures through 2037 with a pipeline length of 364 km and total investments of 2.9 billion euros for methane, as well as 7,007 km and approximately 20.1 billion euros for hydrogen. For hydrogen transport, the network development plan also includes an additional 2,199 km and \u20ac4.1 billion from the originally approved hydrogen core network, which have already been implemented or are currently being implemented and are therefore no longer part of the network expansion proposal. As a result, following the review, the hydrogen core network remains virtually unchanged in scope.   <\/p>\n<p>Barbara Fischer, Managing Director of FNB Gas: \u201c<em>Considering gas and hydrogen as energy sources together is crucial for the transition to climate neutrality. With the integrated grid development plan, grid operators not only meet legal requirements but also establish a solid foundation for a climate-friendly, secure, and resilient energy supply <\/em>.\u201d<\/p>\n<p><strong>Review of the Hydrogen Core Network<\/strong><\/p>\n<p>A particular challenge for transmission system operators (TSOs) and hydrogen transmission system operators (HTSOs) was the review of the hydrogen core network approved in October 2024. This review navigates the tension between the political goal of creating a sustainable foundation for future market development and the ongoing uncertainties regarding the actual development of gas and hydrogen demand.  To address these open questions\u2014particularly with regard to the temporal and spatial ramp-up of the hydrogen market\u2014the grid expansion proposal identifies measures required from a grid engineering perspective across all scenarios. In this way, grid operators make a concrete contribution to the implementation of energy and climate policy goals by enabling the development of market-driven infrastructure for the transition to a climate-neutral energy system. <\/p>\n<p><em>\u201cThe transmission and hydrogen network operators have made use of the legal and regulatory options available to extend the timeline and make technical adjustments to core network measures. The proposed expansion of the hydrogen network is roughly on par with the scope of the core network approved in 2024. The development of the Germany-wide hydrogen infrastructure has been optimized for cost-efficiency and adjusted accordingly. Forward-looking network planning thus continues to provide an important and transparent foundation for the development of the hydrogen market,\u201d <\/em>Fischer <em>affirms <\/em>.<\/p>\n<p>There are many reasons for this extended timeline. The main reason for this is the modeling results of the 2037 hydrogen scenarios. Furthermore, the participating network operators now have more detailed knowledge and feasibility studies for the hydrogen core network, which allow for a more accurate picture of the technical implementation. The actual market ramp-up and delays in planning and approval processes also influence the revised planning.   <\/p>\n<p><strong>500 km of the core hydrogen network has already been completed<\/strong><\/p>\n<p>By the end of 2025, more than 500 kilometers of the approved hydrogen core network had already been completed. Additional measures are currently being implemented. <\/p>\n<p><em>\u201cWe\u2019re not just planning the hydrogen ramp-up\u2014we\u2019re driving it forward. There is no way around using hydrogen to decarbonize industry and achieve climate goals. Forward-looking infrastructure planning is a key factor in the success of the market ramp-up, which is still in its early stages,\u201d <\/em>Fischer <em>continued <\/em>.<\/p>\n<p><em>\u201cAt the same time, grid operators are watching the market ramp-up with growing concern. The slow ramp-up significantly increases the risk exposure of core grid operators with regard to the grid\u2019s payback period. We therefore urge policymakers to implement supporting measures to facilitate the ramp-up. Despite the sluggish market ramp-up, the \u201cconcept\u201d for solving the chicken-and-egg problem remains sound. Adjustments will be made through the rolling NEP process.\u201d  &#8220;To do this, the FNBs need a certain degree of flexibility in implementation so that they can match the pace of implementation to the pace of transformation,&#8221;  <\/em>adds Dr. Matthias Jenn, the new CEO of FNB Gas.<\/p>\n<p><strong>Two-step process and updated database<\/strong><\/p>\n<p>The scope of the integrated analysis of gas and hydrogen\u2014which includes three scenarios to be modeled, plus a supply security variant\u2014has resulted in a significantly greater need for analysis than in the past. The FNB and WTNB are therefore publishing the 2025 National Energy Plan for Gas and Hydrogen in two phases.  <\/p>\n<p>The draft published today marks the first step. In a second step, a revised draft will be published, taking into account the results of the consultation. This revised draft will also include the modeling results for hydrogen for the target year 2045, as well as the modeling of market-based instruments (MBIs). The grid operators are expected to submit this revised draft to the BNetzA for approval in mid-2026.   <\/p>\n<p>The public consultation on the 2025 Gas and Hydrogen Network Development Plan will take place from March 3, 2026, to March 27, 2026. During this period, all interested parties will have the opportunity to submit written comments on the NEP. <\/p>\n<p>The FNB and WTNB invite you to participate in the <a href=\"http:\/\/konsultation.ko-nep.de\/\" target=\"_blank\" rel=\"noreferrer noopener\">consultation<\/a> and welcome public input.
